MONTREAL POLICE OFFICERS DID NOT BREACH CONCILIATION CONFIDENTIALITY RULE: POLICE ETHICS COMMISSIONER



Montreal, May 6, 2016 — In a decision that can profoundly affect the integrity and credibility of his office's complaint-handling process, the Police Ethics Commissioner has dismissed an English-speaking Black woman's complaint to the effect that two Montreal police officers used information exchanged during the conciliation process to attack her credibility before the human rights commission.

The decision creates the precedent that effectively allows information obtained and exchanged a conciliation session, which is normally confidential, to be used without penalty or sanction, by a citizen complainant or a police officer outside of conciliation.
